Effective law enforcement training and education are essential in today's environment. Recognizing that need, Star Consulting Group was founded in 2019 by a team of veteran law enforcement officers and subject matter experts from the greater Los Angeles area.
All SCG members have previously or currently serve on various law enforcement advisory councils alongside local and federal investigators/agents, Sheriff’s, Police Chiefs, Board of Prisons, and City Managers. They have worked on both local and federal task forces, assisted with cases throughout Southern California and other jurisdictions, and have testified in municipal, state, and federal courts as experts in the subjects of: gangs & sub-cultures, hate crimes, and crimes committed by juveniles offenders.
The SGC  team have conducted thousands of hours of training in law enforcement agencies throughout the states of California, Arizona, Nevada, Florida, and Colorado, and through universities and community involvement, including: Chapman College, Master's College, Cal-State Los Angeles, Loyola Marymount University, Church Groups, Neighborhood Watch, Town Hall Meetings, PTA Meetings.

Christopher Keeling
Gang & Hate Crimes Expert

Christopher Keeling began his career as an LAPD law enforcement explorer and became an LAPD station officer before joining the Los Angeles County Sheriff's Department. After custody assignments, he was appointed a gang deputy with Operation Safe Jail, where he investigated gang-affiliated inmates, briefed command staff weekly, and worked as liaison to the Homicide Bureau, the Major Crimes Bureau, Operation Safe Streets, and outside agencies. Following several years of patrol, he returned to Operation Safe Jail as line supervisor, hiring, training, and supervising new gang deputies. He later promoted to detective with Operation Safe Streets in Lancaster, then spent eight years on an FBI Joint Terrorism Task Force investigating hate crimes across greater Los Angeles. He was named LASD's first full-time Hate Crimes Coordinator. A recognized subject matter expert, Christopher has conducted thousands of hours of gang and hate crime training for agencies, corporations, academies, and community groups. He appeared in two POST hate crime telecourses distributed to more than 900 California agencies and has supported the youth programs S.H.A.R.E. and V.I.D.A. He has testified as an expert in municipal, superior, and federal courts, serves on the Anti-Defamation League–Los Angeles Law Enforcement Advisory Council, and has received numerous awards from LASD and other agencies.

Mark Cripe
Juvenile Delinquency Expert

Mark Cripe left an abusive home at seventeen to enlist in the U.S. Marine Corps. After the Marines, he studied to become a marriage counselor before turning to faith-based youth work and wilderness experiential education. He worked as a backcountry guide for at-risk youth, executives, and families. Mark then joined the Los Angeles County Sheriff's Department where his work moved from street gangs to child abuse to delinquency intervention. He developed a state-certified Juvenile Intervention Instructors Course that has trained community leaders and law enforcement agencies. His work has earned recognition from the California State Senate, the Governor of California, and the U.S. Congress, as well as Toastmasters International's Leadership and Communication award. Mark continues to support families in crisis, guided by his belief that if we change the way adults communicate, we will change the way kids behave. He is also the author of Love Loudly: Lessons oin Family Crisis, Communication, and Hope.

Mandy Johnson
Senior Crime/Intelligence Analyst

Mandy Johnson has been in law enforcement for over 13 years as a crime and intelligence analyst. She has worked as a Senior Emergency Services Coordinator for several California state agencies, has an associate's degree in Fire Technology, bachelor’s degree in Psychology and Criminal Justice, a master's degree in Criminal Justice, a certificate in crime and intelligence analysis, is a FEMA Basic Emergency Management graduate, and is FEMA COOP Level 1 Practitioner certified. She has worked at police departments, sheriff's offices, the California Department of Justice, and the California State Threat Assessment Center (a federally recognized fusion center). She has also worked as a criminal justice college instructor. Her areas of expertise are intelligence reporting, prison and criminal street gangs, human trafficking and emergency management.

Dr. Natasha Sconiers
PSY.D.

Dr. Natasha Sconiers is a forensic and clinical psychologist with more than two decades of experience in nursing, mental health, and treatment services. She began her career as a U.S. Navy Hospital Corpsman and went on to serve as a Licensed Vocational Nurse and case manager with the Riverside County Department of Mental Health. At the High Desert Crisis Walk-In Center, she served as shift leader, triaging and admitting crisis patients in collaboration with local law enforcement, managing 72-hour holds, and co-facilitating substance abuse groups. She later spent five years as a Quality Assurance Specialist with Q.T.C. Medical Services, a Lockheed Martin company. She then moved into addiction treatment with Aegis Treatment Centers, first as a caseload manager and then as assistant clinic manager. Dr. Sconiers earned a B.A. in Psychology and an M.A. in Forensic Psychology from Argosy University, and a Doctor of Psychology in Applied Clinical Psychology from The Chicago School of Professional Psychology. She is a CASOMB Certified Sex Offender Treatment Provider. As Site Coordinator at Open Door Counseling, she supervises clinicians, conducts risk assessments on parole referrals, and maintains partnerships with state and federal agencies. Her expertise includes crisis intervention, substance abuse counseling, sex offender treatment, and mental health assessment, with a strong CBT background.

Larry Mead
Ret. LASD Sergeant

Larry Mead brings 36 years of experience as a Los Angeles County Sheriff's Department deputy and sergeant, with in-depth knowledge of terrorism, street and prison gangs, security threat groups, cartels, and human trafficking. He joined LASD and served on the Gang Enforcement Team, the Tactical Response Force, the Emergency Operations Center, and the Sheriff's Information Bureau, where he also served as Press Information Officer. As a gang detective sergeant with Operation Safe Streets, he led detectives targeting the most violent street gangs through informant development, search warrants, and support for Homicide investigations. He supervised an 18-person gang intelligence unit as Security Threat Group Liaison for Operation Safe Jails and served on the FBI's Correctional Intelligence Task Force. He then served as a sergeant in the Criminal Intelligence Bureau, where, as lead intelligence supervisor, he expanded the collection, analysis, and sharing of criminal intelligence with agencies including the FBI, DHS, DEA, CDCR, and JTTF. Larry has testified as a gang and security threat group expert, lectured widely, and presented on intelligence operations for the U.S. Department of State in Mexico City. He is CEO of Letni Consulting Group and Director of Business Development at LEO Technologies.

Frederick Reynolds
Ret. LASD Sergeant

Retired Sergeant Frederick Reynolds began his career with the Compton Police Department after graduating from LASD Academy. Over fourteen years with Compton PD, he served as a patrol officer, gang officer, field training officer, robbery investigator, and homicide investigator before promoting to patrol sergeant and then homicide supervisor. When the Los Angeles County Sheriff's Department assumed policing for Compton in 2000, Frederick moved to LASD and served as a patrol sergeant at the Compton and Lomita stations. He went on to supervise the Century Station Gang Enforcement Team and the Operation Safe Streets gang teams at the Carson and Compton stations. He later served as an Internal Affairs investigator and then spent his final five years as a homicide investigator, retiring in 2017. Recognized by the department as an expert on Black street gangs in Los Angeles County, Frederick has lectured nationwide to city, state, and federal law enforcement agencies. He has been a featured instructor for LASD Academy and advanced officer training classes, and a featured lecturer at several Cal-Gangs annual seminars at the request of Wes McBride. He is also the author of Black, White, and Gray All Over: A Black Man's Odyssey in Life and Law Enforcement.

Dr. Kashira Rodgers
PSY.D.

Dr. Kashira Rodgers is a well-versed Forensic Psychologist. She addresses diverse topics including gang Intervention, human trafficking,violence against all genders, sexual assault and mental health. Dr. Rodgers currently provides individual therapy, group therapy, crisis intervention and conducts court ordered psychological evaluations. Dr. Rodgers was awarded the Distinguished Service Award from the Los Angeles Sheriff’s Department Vital Intervention and Directional Alternatives (VIDA) program for her work withat-risk youth. Dr. Rodgers is also the Founder of Facing Our Facts, a community agency providing individual counseling and support groups for survivors of sexual assault, human trafficking, domestic violence, adults molested as children and victims of violent crimes. Dr. Rodgers has devoted her life’s work to addressing trauma in the African American community and at-risk youth.
